　　10月25日下午，上海市职业技术教师教育学院在上海第二工业大学揭牌成立。教育部党组成员、副部长翁铁慧，上海市副市长陈群，上海市人民政府副秘书长黄永平，教育部教师工作司司长任友群，教育部高校学生司司长王辉，教育部职业教育与成人教育司副司长林宇，上海市教育委员会主任王平，上海市人大华侨民族宗教事务委员会、外事委员会主任委员高德毅，上海市发展和改革委员会副主任陈石燕，上海市经济和信息化委员会副主任阮力，上海市教育委员会副主任毛丽娟，上海市人力资源和社会保障局副局长张岚等出席成立大会。大会由上海第二工业大学校长谢华清主持。

　　On the afternoon of October 25, Shanghai Institute of Vocational and Technical Teacher Education was unveiled and established at Shanghai Polytechnic University. Vice Minister of Education and Member of CPC Leading Group of Ministry of Education Weng Tiehui, Vice Mayor of Shanghai Municipal Government Chen Qun, Vice Secretary General of Shanghai Municipal Government Huang Yongping, Director of Department of Teacher Education of Ministry of Education Ren Youqun, Director of Department of College Students Affairs of Ministry of Education Wang Hui, Vice Director of Department of Vocational and Adult Education of Ministry of Education Lin Yu, Director of Shanghai Municipal Education Commission Wang Ping, Director of Overseas Chinese, Ethnic and Religious Affairs Committee and Foreign Affairs Committee of Shanghai Municipal People’s Congress Gao Deyi, Vice Director of Shanghai Municipal Development and Reform Commission Chen Shiyan, Vice Director of Shanghai Municipal Commission of Economy and Informatization Ruan Li, Vice Director of Shanghai Municipal Education Commission Mao Lijuan, and Vice Director of Shanghai Municipal Human Resources and Social Security Bureau Zhang Lan attended the inaugural meeting. President of Shanghai Polytechnic University Xie Huaqing presided at the meeting.

　　At the meeting, Secretary of Shanghai Polytechnic University Party Committee Wu Song delivered a welcome speech. Wu Song said, as the first key constructing organization of Shanghai Institute of Vocational and Technical Teacher Education, Shanghai Polytechnic University will integrate resources from all parties, and make a contribution to the high-quality development of the cultivation of high-level vocational teachers and the modern vocational education in Shanghai.

　　翁铁慧在会上发表讲话。她指出，新形势下，进一步发挥职业教育支撑人才强国战略的动力源作用，构建高水平职教师资培养体系，是落实中央人才工作会议精神的迫切需要，对推进新时代职业教育高质量发展具有重要意义。翁铁慧强调，要提高站位，精准定位，打造职教师资培养的世界级高地；要敢闯敢试，敢为人先，探索职教师资培养的引领性模式；要优化机制，统筹资源，建设职教师资培养的标杆性平台。翁铁慧希望上海市职业技术教师教育学院在未来建设中，一是要起点高，高站位协同、高标准要求、高效率推进，为国家职教师资培养培训模式创新，探索上海道路，贡献上海力量；二是要接地气，坚持问题和目标导向，积极跟踪科技发展前沿，着眼解决实际问题；三是要锐意改革，勇做国家职教师资培养模式改革的突击队、排头兵；四是要善融合，全面加强产教融合，吸纳龙头企业深度参与专业规划、课程设置、教学设计，实现合作共赢；五是要汇资源，汇聚政府、行业、企业资源，实现优势互补；六是要广辐射，加强与中西部地区的交流与协作，在提升全国职教师资培养水平的同时，推动上海职教师资培养在更高起点上实现更高质量发展。

　　Weng Tiehui delivered a speech at the meeting. She pointed out, under the new situation, further giving play to the role of vocational education as the driving force for supporting the strategy of developing a quality workforce, and creating a high level cultivating system for vocational teachers, are the urgent needs for implementing the spirit of the Central Talent Work Conference, and are of great significance for promoting the high quality development of vocational education in the new era. Weng Tiehui stressed the importance to uplift the place of standing, aim at a precise position, and form a world-class highland for vocational teacher cultivation; dare to break through, dare to try, dare to be the first, and explore the leading model of vocational teacher cultivation; optimize mechanism, pool resources, and build a benchmark platform for vocational teacher cultivation. Weng Tiehui hoped that, in its future development Shanghai Institute of Vocational and Technical Teacher Education will, first, start from a high position, coordinate at a high level, require with high standard, promote with high efficiency, explore a Shanghai path, contribute Shanghai strength, and innovate our national vocational teacher cultivation model; second, be down to earth, take problem and target based approaches, actively follow the cutting-edge scientific and technological advances, and focus on solving practical problems; third, endeavor to reform and be a commando and pioneer in reforming our national vocational teacher cultivation model; fourth, be good at integration, comprehensively strengthen the integration of industry and education, and attract leading companies to deeply participate in program planning, curriculum development and teaching design, so as to achieve win-win cooperation; fifth, pool resources, pool together the resources of government, industry and enterprise, and realize complementary advantages; sixth, extend coverage broadly, strengthen the exchanges and cooperation with the central and western regions, improve our national vocational teacher cultivation, and promote the high-quality development of Shanghai vocational teacher cultivation from a higher starting point.

　　陈群表示，上海市委市政府历来高度重视职业教育发展，把推进职业发展作为“建设五个中心，强化四大功能”的重大举措。成立上海市职业技术教师教育学院是上海全面深化教育综合改革、加快职业教育改革发展的创新举措，也是教育部和上海市新一轮教育综合改革的重要内容。陈群强调，上海市职业技术教师教育学院要创新管理体制，加快构建政府给予政策支持，高校发挥专业优势，行业企业深度参与的多元办学格局。一是要在体制机制上形成合力，市教委要发挥好学院院务委员会作用，上海第二工业大学既要办好二工大校区，也要发挥好牵头作用。二是要在培养模式上探索创新，坚持“技术+教育”的培养定位，突出技术技能水平和专业教学能力。三是要在校企合作上持续用力，推动校企双方在课程开发、实践教学等方面的深度合作，形成协同育人整体合力。

　　Chen Qun said, Shanghai Municipal Party Committee and Municipal Government has always attached great importance to the development of vocational education, and taken the promotion of vocational development as a major measure of "building five centers and strengthening four functions". The establishment of Shanghai Institute of Vocational and Technical Teacher Education is an innovative measure of Shanghai to comprehensively deepen education reform and accelerate the development of vocational education reform. It is also an important part of the new round of comprehensive education reform of the Ministry of Education and Shanghai. Chen Qun stressed, Shanghai Institute of Vocational and Technical Teacher Education should innovate management system, speed up the construction of a diversified school operation composed of policy support from the government, universities giving full play to their academic advantages, and in-depth participation by industries. First, the Institute should form a synergy in system and mechanism. Shanghai Municipal Education Commission should give full play to the role of the Institute Council. Shanghai Polytechnic University should not only ensure the success of its own campus, but also lead the whole institute. Second, the Institute should explore and innovate the cultivation model, adhere to the cultivation positioning of "technology + education", and highlight technical skill level and academic teaching ability. Third, the Institute should put constant effort into school enterprise cooperation, promote the in-depth cooperation between schools and enterprises in curriculum development and practice teaching, and forge an overall synergy of collaborative education.

　　上海市职业技术教师教育学院院务委员会主任、上海市教育委员会主任王平介绍了学院成立的筹备情况。王平表示，建设上海市职业技术教师教育学院，是上海落实关于推动现代职业教育高质量发展意见的重要举措，是推动上海、长三角乃至全国职业教育高质量发展的必然要求。学院将围绕“高水平、有特色”加强建设，在办学模式、专家队伍、师资队伍、课程体系四个方面实现“高水平”，在与兄弟省市、其他同类机构错位发展上体现“有特色”。从创新职教师资培养多方协同机制，完善职业技术教师职前职后贯通培养方案等方面着手，推动上海职教师资培养实现更高质量发展。

　　Chairman of Council of Shanghai Institute of Vocational and Technical Teacher Education, Director of Shanghai Municipal Education Commission Wang Ping briefed on the preparations for the establishment of the Institute. Wang Ping said, the establishment of Shanghai Institute of Vocational and Technical Teacher Education is an important measure of Shanghai to implement the Guidelines on Promoting the High-quality Development of Modern Vocational Education, and is a necessary requirement for promoting the high-quality development of vocational education in Shanghai, the Yangtze River Delta and the whole country. The Institute will strengthen its development around "high level and distinctive characteristics", achieve "high level" in school operation, expert team, teaching force and curriculum system, and embody "distinctive characteristics" in its development differentiated from other provinces, cities and similar institutions. The Institute will innovate vocational teacher cultivation using a multi-party coordination mechanism, improve pre-employment and post-employment cultivation plans for vocational teachers, and promote the high-quality development of Shanghai vocational teacher cultivation.

　　上海市职业技术教师教育学院专家委员会主任、上海市人大华侨民族宗教事务委员会、外事委员会主任委员高德毅在会上表示，将从做学院发展的“智囊团”、“催化剂”和“瞭望员”三方面做好专家委员会工作。一是明确职责定位，把方向、促成效，做学院发展的“智囊团”；二是充分发挥智库作用，强化资源整合、互融互通，做学院发展的“催化剂”；三是重视专委会自身建设，做学院发展的“瞭望员”，将对标国内外一流职教师资培养水平和国家人才需求，在办学有特色、高水平上做文章，为构建高水平职教师资培养培训体系和创新职业教育人才培养模式做出贡献。

　　Chairman of Expert Committee of Shanghai Institute of Vocational and Technical Teacher Education, Director of Overseas Chinese, Ethnic and Religious Affairs Committee and Foreign Affairs Committee of Shanghai Municipal People’s Congress Gao Deyi said in the meeting, the expert committee will play a role of a "think tank", "catalyst" and "lookout" in facilitating the development of the Institute. The expert committee will, first, clarify its responsibilities and position, set directions for the Institute, facilitate the Institute’s accomplishments, and be the "think tank" for the Institute’s development; second, give full play to the role of a think tank, strengthen resources integration and mutual exchanges , and be the " catalyst " for the Institute’s development; third, attach importance to its self-development and be the "lookout" for Institute’s development, benchmark the first-class vocational teacher cultivation levels at home and abroad and the national talent demands, make an effort to ensure the high level and distinctive characteristics of the Institute’s operation, and make a contribution to the construction of a high-level vocational teacher cultivation system and the innovation in a vocational education talent cultivation model.

　　Shanghai Institute of Vocational and Technical Teacher Education takes demand-oriented and task driven approaches, serves major national strategies, aims at the shortage of front-line technical and skilled talents in key fields (industries) in Shanghai, tracks the trend of industrial upgrading and technological change, focuses on the demands in high-end equipment industry, new generation information technology, and modern service industry, accurately meets the demands of vocational colleges and schools for teachers, and carries out customized talent cultivation. In the process of talent cultivation, the Institute highlights the characteristic of “technology + education”, adopts modular and project-based teaching, introduces “1+X” certificates, not only attaches importance to the continuous improvement of students’ professional knowledge and skills, but also emphasizes the formation of education and teaching ability. 　　The Institute of Vocational and Technical Teacher Education of Shanghai Polytechnic University, is the first key constructing organization of Shanghai Institute of Vocational and Technical Teacher Education. The Institute positions itself at a high starting point, focuses on high-quality development, cultivates vocational teachers with graduate degrees, builds a first-class Institute of Vocational and Technical Teacher Education, and creates a "Huangpu Military Academy" of modern vocational and technical education. The Institute has signed agreements with large and medium-sized enterprises to jointly establish cultivation bases for dual-qualified teachers, in order to provide each student with a practice position in an enterprise; signed agreements with vocational colleges and schools to jointly establish cultivation bases for vocational teachers, in order to provide each student with classroom teaching practice; signed agreements with overseas universities, in order to provide each student with study abroad opportunities and ensure a high standard and a international vision of talent cultivation. The Institute will integrate high-quality resources inside and outside the university, strive to build a high-caliber, professional, international, growing and dynamic teaching force, and be committed to cultivating first-class dual-qualified vocational teachers. The Institute will also actively provide training for teachers in Shanghai vocational colleges and schools to improve their ability, and actively construct a think tank to provide advice and suggestions for the development of vocational education in Shanghai. 

　　同日上午，首届“新时代一流职教师资培养高峰论坛”在上海第二工业大学学术交流中心举行。论坛以“新时代、新要求、新模式：一流职教师资培养”为主题，教育部教师工作司司长任友群、教育部职业教育与成人教育司副司长林宇、江西科技师范大学校长左和平、广东技术师范大学副校长许玲、江苏理工学院院长崔景贵等分别作了主旨演讲。上海第二工业大学职业技术教师教育学院院长石伟平作论坛总结发言。上海职业院校教师代表、上海第二工业大学教师代表等130余人参加了论坛。

　　On the morning of the same day, the first "Summit Forum on Cultivating First-class Vocational Teachers in New Era" was held at the Academic Exchange Center of Shanghai Polytechnic University. The theme of the forum is "New Era, New Requirements, New Model: Cultivation of First-class Vocational Teachers". Director of Department of Teacher Education of Ministry of Education Ren Youqun, Vice Director of Department of Vocational and Adult Education of Ministry of Education Lin Yu, President of Jiangxi Science and Technology Normal University Zuo Heping, Vice President of Guangdong Polytechnic Normal University Xu Ling, and President of Jiangsu University of Technology Cui Jinggui made keynote speeches respectively. Shi Weiping, Head of Institute of Vocational and Technical Teacher Education of Shanghai Polytechnic University, made a concluding speech at the forum. More than 130 people, including teacher representatives from Shanghai vocational colleges and schools and teacher representatives from Shanghai Polytechnic University, attended the forum.
